Name: Penelope Odessa Clearwater

Nominal Significance: Penny is what most people that she is close to call her. Her first name is however Penelope. The name is in origin Greek. It’s meaning is: ‘With A Web Over Her Face’. Penelope in Greek literature was the wife of Odysseus who waits for her husbands return, even going as far as to cleverly finding ways to stave off men by weaving and unweaving her loom work every night. She never gives up home that her husband will return from the Trojan war. Clearwater is her family name. Ironically Clearwater also has a connection to the Odyssey. In one of the last few books, Odysseus and Eumaios (the swineherd) were going up to the house and it briefly mentions something about a place nearby named "Clearwater".

Nicknames: For the most part, people call her Penelope or Ms. Clearwater. She keeps a safe distance from most people personally until she is certain that they are of the same belief system as she. In her mind, it is not the quantity but the quality of relationships one has. The select few persons that Penelope chooses to have as friends in her life call her Penny. She also has the addition of Mrs. Percy Weasley to add to that but very few actually know the marriage, so few would call her that.


Birthday: October 14th, 1976

Age: 24.

Sign: Libra


All Ravenclaws are intellectual, but Ravenclaw Libras have their heads in the clouds more than most (Pisces Ravenclaws may have them beat, but not by much). They are romantic and idealistic, and prefer to live in the world of pure theory rather than in the messy world of action. While social and pleasant, they are still quiet and shy, and rarely make the first move when in a group of people. In the classroom, they tend to wait to be called on, or raise their hands when they are sure that no one else knows the answer, but they do tend to be the teacher's pet on a fairly regular basis. It's hard to hate them for this, because they are so pleasant to everybody. Ravenclaw Libras are the most speculative (and indecisive) of all Libras, because they have the intellectual capacity to explore all ramifications of every action and reaction.


Former House: Ravenclaw, though unsurprisingly Hufflepuff was a close second. She’s always been an extremely loyal person and pleasant to be around. Her brains unfortunately won that battle because when pushed people can see the not so pleasant side of her.

Wand: Nine and one-half inches of Hornbeam, cored with a Dragon Heartstring; Her wand is very good in casting spells of great power. She excelled at transfiguration and charms because of it.

Bloodline: Muggleborn. Not only is she the daughter to muggles but also a not-so-well-off Muggle family. This made her a target when the Chamber of Secrets was opened. She was returning from rounds on May 8, 1993 when she got petrified. She remained in that state until May 30th. Her bloodline has troubled her from that day forward.


Patronus: Penelope first read about the ability to conjure a Patronus in her 7th year. She spent hours and hours of her spare time trying to form one without success. While she did eventually begin to see the light but no form, it was only after the end of her relationship with Percy Weasley that she managed to take form. Her Patronus takes the shape of a pheasant. While Penny could imagine other more attractive forms, she was not disappointed in the shape it took. The pheasant has two symbolic meanings. The first is warning. She has always been the sort of analyze situations and think about all the possible outcomes. She is by nature a thinker and a worrier. When she thinks people that she cares about are in danger, she warns them even when they don’t agree with her for thinking such. The second meaning is Concealment. She is not an open book. She keeps things very hidden. She doesn’t open up to people easily and if she has reason to not tell something, then she doesn’t. She’s a top of the line secret keeper.

Boggart: Penny’s biggest fear has always been failing the people she cares about. She has always prided herself on doing the right thing and her ability to protect others by concealing or revealing the truth at appropriate times. When she is faced with a Boggart, she sees herself being interrogated and revealing things that will destroy the people she loves; namely her parents and Percy. She imagines herself selling them out to be killed or (as she imagines Percy to see it) getting fired from the Ministry of Magic.

Mirror of Erised: Looking into the Mirror, Penny would not be getting recognition because frankly she has little desire for it. Rather she would see herself having tea with the people who matter to her and listening to the wireless. There would also be books. There would be no fear or worry. Everything would just be calm and for the most part happy.

Political View: Before things made a dramatic turn for the worst, Penelope was uncertain how to feel about the political situation. While she trusted Percy and wanted to believe that the Ministry of Magic would not mislead the public, she had her doubts. The rise of anti-muggle laws and registries has forced her against them. She is now in opposition to the Ministry and in hiding.
Sexuality: If there is any question about her sexuality, you are mistaken. Penelope Clearwater is heterosexual and always has been. She has had a number of crushes over the years but the only relationship of significance was with Percy Weasley which lasted for some time before they broke up. The intermezzo between the beginnings of their breakup and reconciliation was not full of her running around the United Kingdom looking like a harlot and chasing after one-night stands. She had no interest in flings. If she’s in something, she’s in it for the long haul. She married Percy Weasley and would not consider herself Percysexual.
Appearance: Her dark hair curly hair used to be much longer just past shoulder length. Whether it be a purely emotional move or logical, she chopped it drastically after graduating from school. Now days she usually leaves it to its own devices, and when nervous or tired, Penny can be seen to constantly tuck it behind her ears. She has dimples and her cheeks can be a little rosy at times. She also has large, dark eyes. She is of average height, favoring her father’s side of the family rather than her mother’s in which the women are all particularly tall. She is almost always dressed neatly. Her father taught her that appearance plays a rather large role in where one is going with her life and so she tries to dress the part of one who is going places. The only time one will catch her in sweats and t-shirts is around her house. Most people can’t be arsed to come visit though, so they don’t see her like that. She’s tends to cross her arms when she’s around people that she wants to shut herself off from. She doesn’t let it cross her face when she doesn’t care for people though. She’s always respectful to anyone she speaks with (even when they don’t deserve as much).

Personality: Penelope has always been incredibly independent; even from a young age she’d take the initiative to get herself up in the morning, fix her own lunch, and get herself to school even with her parents offer to assist her. Her parents were always more than willing to assist her in any way they could be she never liked to take much from them as they never really had much themselves. She learned from a young age to make the most out of what she did have and appreciate the opportunities that were given to her. She always had a drive to give back to her parents for all they had given her. She despite her independent nature was always extremely close with them.

Penelope has never really cared for nicknames. She thinks her birth given name is just fine. It’s always Penelope unless the person in question happens to be her parents or Percy, in which case she allows them to call her Penny. Nothing makes her more angry than when a person that does not have any sort of meaningful relationship with her tries to call her that or anything else. She loathes it when people call her things like ducky, love, or any other term of endearment when they have not earned that right. She’s not a cold person by any means but she does like to keep most people at a safe distance.

Aside from that, Penelope spends much of her spare time reading; she always has a stack of classics in her flat that she’s read many times over. Her interest ranges from mysteries to dramas. She also reads the occasional non-fiction book when the mood-strikes her. She does, however, never read a Romance novel. She thinks that women who read those sorts of things are desperate and lonely and she’d hate to been seen in that light. Books are not her only interest though. She has been known to enjoy watching Quidditch. While she has progressing gone to less and less matches as she ages, she still considers herself a fan. Penelope was never any good at Quidditch but she loves the sport itself—watching the players flying has a therapeutic effect on her and she feels like she lives vicariously through them, flying around and playing their game. If she had a competitive edge, perhaps she might have put more of an effort into learning to play the sport herself. She left it to people like Oliver Woods and Cho Chang to play it when they were in school though.

She would never admit it but her main weakness is still Percy. She considers him her closest friend. He was her first (and only) love, and the breakup nearly tore her apart. The fact that they have remained friends is the only real consolation over it. After they broke up, she threw herself into her work even more, trying deal with the pain of it all. The fact that Percy is so deeply attached to the Ministry and it’s policies concerns her. She struggles to reconcile the person she knows he is and the person he appears to be on a fairly regular basis. She has every belief that he will in fact one day realize that his efforts at the Ministry are for the most part overlooked and that sometimes it is healthy to just step away from work. Despite the fact that Percy is currently estranged with his family, Penelope still corresponds with Molly. Molly still treats her as very close to the family; under the belief that there is hope for reconciliation. For her part, she always tries to include Percy with her family events in hopes that he will reconnect with his family.

Socially, she’s fairly on shy. That is not to say that if she wanted something badly enough, she would go for it. The fact of the matter is that she tends to stay at home reading instead of going out and searching for the next great love of her life. She simply has no interest in drinking or the normal things 23 year olds like to do. Her idea of fun is a reading circle or tea with family not getting drunk and stumbling around the streets singing songs at the top of her lungs. She tries to maintain proper order and dignity at all times. She’s worked hard to have a respectable job working on Experimental Charms and she’ll be damned if she loses it because of a night of rowdy fun.

Likes: Mystery novels, tea, crumb cake, The Ministry, talking things out, logic, order, alphabetizing things, the smell of dusty libraries, the rush of success, being loved, and her family, catching up on the news, feeding her owl, calm, long showers, and sleeping in on the occasional weekend as a treat.
Dislikes: Being late, Late people, being forgotten, hurting people’s feelings, failing the people who are important to her, The Ministry’s lack of action against injustices, rowdy people, and drunks.
Hobbies: Before going into hiding her favourite hobbies included working, reading, writing editorial letters to the Daily Prophet when she has a particularly strong opinion about something, visiting her family, and attending Quidditch matches.
Random Facts: When she was 4, she had an imaginary friend who was green with bright yellow polka dots. She doesn’t like confessing to that fact, as she thinks it makes her look barmy. She thought about becoming a healer but decided that she preferred experimental charms. She has only ever been intimate with one person. And yes, it was Percy Weasley. She’s not one to talk about such things because they are personal but if she did, she’d have no complaints.

Parents: Timothy and Matilda are muggles. They live in a small house in Leeds. Penny was their only child. They tried to have others but could not conceive. They do not have a lot of money as Matilda is unemployed and Timothy works in agriculture. Penny has always been close to both of them and appreciates all they did for her when she was younger. She is also appreciative of the fact they have accepted her, magical powers and all.
Siblings: Only Child.
Pets: An owl, Astrid. She’s had her since 1st year. She’s getting up in age.
Relationship with Parents: Penelope is still extremely close to her parents. She visits them on all the major holidays and writes to them at least two times a week. She has been known in the past to invite Percy along when she goes for visits simply because she wants him to take the hint that he should reconcile with his family. She thinks family is important. When the Ministry began to persecute Muggleborns, she sent her parents into hiding in fear that they might persecute them in pursuit of her.

Relationship with Pets: She enjoys the presence of animals and despite her intelligence has been known to use her pet as a sounding board when she just needed to talk about how she was feeling about something.

History: Penelope Clearwater was the first and only daughter Timothy and Matilda Clearwater, born on October 14th, 1976. They lived (and still live) in a small house in Leeds. They tried to have other children but could not conceive them. They considered themselves extremely fortunate to have Penny around. They do not have a lot of money as Matilda stayed at home and Timothy has always worked in agriculture. They gave everything they had to raise Penny into a responsible, smart young woman. They did not expect her to have magical powers. They always knew she was gifted though. While they were shocked at first by the revelation, they embraced her differences and encouraged her to be the best ‘Witch’ she could be. Before she could read, they read to her. After she learned to read, they made sure she always had books around. They wanted more for her than what they had.

Penny has always been close to both of them and appreciates all they did for her when she was younger. She is also appreciative of the fact they have accepted her, magical powers and all. From a young age, she was independent and liked to do things for herself. She was often seen helping out around the house. If there was something she could do to help, she did it. She never wanted to be anyone’s burden. To this day, she hates feeling like she’s dragging anyone down.

Hogwarts was an experience all it’s own for Penelope. She had never imagined anything like it. Penelope enjoyed a reputation at Hogwarts as an incredibly bright student who was always willing to help out a fellow classmate. She was a favorite of most professors, and as such, would manage to get away with her few digressions, namely snogging in empty classrooms. She was named prefect in her fifth year and Head Girl in her 7th, titles she was extremely proud of and so were her muggle parents. While she was generally accepted by her housemates and other members of the student body, it was Percy Weasley who caught her attention. While he was stubborn at first, she knew that they could work. Her unrelenting pursuit paid off toward the end of their fifth year.

Their relationship was at best a pleasant break from academics for Penny and she opened up to him more so than she did to others. He became more than her boy friend but also her best friend. She was returning from rounds one night in her sixth year when she was petrified. If it hadn’t been for Percy, she might not have returned to Hogwarts. She was simply that terrified after the incident. It left an emotional scar on her that has never completely left.

After leaving school, Penny got a job as an experimental charm expert with a subsidiary of the Ministry of Magic. She knew that this choice was not a popular one with Percy. In her mind, they were far better off not working together as she did not want to be a distraction to him. Despite the fact that they’d gone separate ways for work, Percy and Penny stayed boyfriend and girlfriend, and she was always pleased when he managed to squeeze seeing her. She always had time for him and while she did enjoy her work, she was never quite as gung ho as she was about things. She fancied after they got out of school that he would propose to her. She quickly got the idea that nothing was as important to him as advancing at the Ministry at the time. Her romantic notions of them sharing a flat together fizzled but they did do a little advancing on their relationship in other ways. While she had intentions of waiting until she was married for such things, she never regrets that decision.

Penny broke up with him in 1995 and considers that the hardest thing she’s ever done. It wasn’t a decision she wanted to make. In fact, she had hoped the decision would open his eyes but it didn’t. As he grew more and more obsessed with his job and advancement at the Ministry, she had grown increasingly concerned about his well-being. She knew that if she told him as much, he’d have shrugged her off just as he had his family. If there was one thing that she knew, it was that Percy Weasley was not one who changed his mind easily when he was stuck on thing. The two did remain close despite the breakup and there will always be a large part of heart that will belong to him. While she knows, she cannot change his opinions about the Ministry; she does often suggest reconciliation with his family even if it falls on deaf ears. She hopes that one day, if she says it enough he’ll listen to her.

Penny worked in Experimental Charms until the battle at the Ministry and rise to power of many who are opposed to Muggleborns. Penny fought in the Ministry Battle and was injured. She simply never returned to work after this. Percy began to hint to her the growing danger to her own safety and she used what time she had to assure her parents left England and put herself into hiding. In a moment that could best be described as insanity induced by the constant pressures of the situations surrounding them including the loss of people close to them, Percy and Penelope told each other via journal that they were in fact still in love with each other. The result was Percy asking her to marry him as he should have long ago. Their wedding was only attended by Molly and Ginny Weasley in Penny’s hideaway shack in Constantine on September 30th.

Penny recently moved in to Grimmauld to be with the Order and others who have gone into hiding. She is in near constant fear that Percy will be discovered as a spy for the Order and their marriage will come public. It’s not the truth that scares her though. It’s the truth getting Percy and their families hurt.
